A rape survivor-turned-activist plans to publicly shame the woman who serves as Gov. Andrew Cuomo’s top aide with a billboard spotlighting his spiraling sexual harassment scandal.
“Melissa DeRosa — Are you Proud of Cuomo’s Words + Actions?” the giant sign will say in white letters, according to an image posted online Friday by Kat Sullivan.
The mockup of the hot-pink roadside sign also shows more than a dozen black question marks on its margins.

Sullivan, a nurse and former New Yorker who now lives in Orlando, Fla., previously used billboards to support the 2019 enactment of New York’s Child Victims Act, saying she was inspired by the Oscar-winning movie “Three Billboards Outside Ebbing, Missouri.”
The electronic message will be unveiled Saturday along I-787 in Albany and be visible for 10 seconds every minute, Sullivan told The Post.
The highway carries more than 120,000 vehicles a day near the exit for the Empire State Plaza, home to the state Capitol and other government buildings.
The high-profile message will appear just days after DeRosa said she was “incredibly proud of the work that this administration has done to further women’s rights.”
Her remark came during a news conference at which Cuomo offered conditional apologies for his behavior, insisting that “I never knew at the time I was making anyone feel uncomfortable.”
Sullivan said she’s also planning other messages that will target Cuomo, state Senate Majority Leader Andrea Stewart-Cousins (D-Yonkers) and Attorney General Letitia James, who’s been tasked with arranging an independent investigation of the accusations against Cuomo.
The campaign is set to run for a week and will cost $3,000, Sullivan said.
“I’m just kind of wondering when the women in power have had enough of making excuses for men who clearly know the difference between right and wrong but who do not obligate themselves to do the right thing because they are in charge and no one can make them,” she said.
“The truth is we could all make them be accountable but it requires that we stop making excuses for them and put ourselves at risk of challenging the authority — which I do every day. So what’s Melissa’s problem? What’s Stewart-Cousins’ problem? What’s Tish’s problem?”
The state Joint Commission on Public Ethics launched a probe into whether Sullivan’s previous billboard violated lobbying laws but decided not to slap Sullivan with any fines despite finding that the money she spent on those billboards “constitute[s] lobbying.”
The commission’s top lawyer also warned Sullivan that she needed to register as a lobbyist before engaging in “any future activity covered by the Lobbying Act.”
Sullivan has not registered as a lobbyist, online records show.
Spokespeople for DeRosa, Cuomo, Stewart-Cousins and James didn’t immediately return requests for comment.
